Overview: Rare earth elements (REE) are key enablers for the ongoing energy and environmental transition as they are critical raw materials in many low-carbon technologies. Electric vehicles, batteries, solar photovoltaic systems, wind turbines and hydrogen technologies all require significantly more metals than their conventional alternatives to replace fossil fuel needs. Although the REE are often referred to as single group, in practice each individual element has a specific set of end-uses, and so demand varies between them. The current global rare earth supply chain is highly imbalanced and tightly controlled by just a few countries. Such an imbalance of the critical metals supply poses a significant challenge to the energy transition strategies and national security of many countries. Ukraine has long been referred to as “breadbasket of Europe”, this country has great potential to become the “minerals superpower in Europe” and a significant supplier of more than 20 elements from the list of critical raw materials.

Overview: The analysis is structured along the lines of DOTMLPFI (Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability) framework which provides necessary analytical tools for identifying gaps within NATO’s approach to energy along its entire spectrum. The report consists of three parts. The first chapter briefly introduces the emergence of energy-related issues on NATO’s political agenda and highlights how they have changed over time. The second part provides a short overview of DOTMLPFI research framework and advantages of its application, while the final section scrutinises the institutionalisation of energy within NATO across the DOTMLPFI spectrum.

Overview: The aim of this study is to get further insight into climate change impacts on the military activities (infrastructure, installations and equipment) and its coping techniques. A special attention is paid on the decarbonizing potential of the defence forces, which is an important task after setting up the military emissions accounting and reporting system. The research objectives are to answer the following questions: (1) How significant are the climate change concerns for different branches of the military? (2) How viable are the proposed solutions to decarbonize the defence sector and what are the main challenges? (3) What is required to map the carbon emissions and what data is to be collected to get a better view of the carbon emissions trajectory?

Overview: Since the invasion of Ukraine in February 2022, Russia’s aim has been to make gas supply to Europe as unpredictable as possible and thus undermine economic confidence and EU resolve on sanctions. At the end of July, 2022, Russia reduced gas flows to Europe via the Nord Stream 1 pipeline to 20% capacity. Further restrictions in supply are likely (e.g. transporting gas via Ukraine to Europe), injecting great uncertainty into the outlook of the region. Efforts to replace Russian gas with other pipelines and liquefied natural gas (LNG) have yielded some results, but cannot go much further in the short term given the limited availability of global LNG supplies and regional regasification terminals.
