NATO ENSEC COE Subject Matter Expert Dr. Tadas Jakštas presented a study during visit to the Hybrid COE in Helsinki

As part of the continued cooperation for better security from Hybrid threats in the Baltic Region, Dr. Tadas Jakštas, Subject Matter Expert of the Research and Lessons Learned Division of the NATO ENSEC COE, delivered a presentation on "Security and legal challenges of energy infrastructure in maritime domain of the Baltic Sea region" as part of the broader "Maritime Vulnerabilities and Resilience" conference in the Hybrid COE in Helsinki.

As part of the Subsea Infrastructure panel, the major vulnerabilities and risk factor of energy supply were presented, with special detail to threats to civilian efforts in the Baltic Sea basin and the shortcomings of the legal system that regulates the furthering of the infrastructure. Furthermore, due to the increasing risk of hybrid threats, the Ports and the security of their infrastructure were also relegated as primary concerns of the Baltic Sea regions Energy Security.

As part of the lessons learned process some of the identified risk factors were matched with possible solutions - the chief among them being extensive multi-level modeling of the current infrastructure. This would allow the stakeholders and local assets to react appropriately to emergencies, thus strengthening the overall resiliency of the Critical Energy Infrastructure.
