Energy Efficiency in Military Operations Course (EEMOC)

Save energy, Save money, Save lives while Enhancing Mission Capabilities. This is the goal and purpose of the EEMOC. The Operational Level Energy Efficiency In Military Operations Course is offered by the NATO Energy Security Centre of Excellence (ENSEC COE), Vilnius, 15-19 May 2023.

Partnered with academia and industry, EEMOC shares best practices and innovations that enable students to develop energy smart solutions for in garrison and deployed operations.        

36 students from 8 different countries graduated from this course In 2022. 

This year, 36 students from 12 NATO countries enrolled in the course.

12 lecturers from 9 NATO, international, state and private organizations and institutions are invited to give lectures in the course.

As the Chair of the Energy Academic Group and a faculty member in both the Operations Research Department and the Business School at Naval Postgraduate School (NPS), Dan Nussbaum provides several critical functions. He teaches courses in Cost Estimating and Analysis, mentors students throughout their graduate coursework, including their master’s theses, provides Cost Estimating and Business Case Analyses for DoD organizations such as Department of Navy, Department of Air Force, Department of Army, and the Office of Secretary of Defense. He designs, develops and delivers distance learning courses in Cost Estimating and Analysis, especially the world’s only all-­‐distance learning Masters in Cost Estimating and Analysis. He chairs the NPS Energy Academic Group, and provides leadership to SECNAV Executive Energy Education program.

He attended the 174th “Coraggio” Course at the Modena Military Academy from 1992 to 1994.
In 2008, he was assigned to the Army General Staff as Officer in Charge of the Armament, Munitions and NBC Materials Office of the 4th Logistics Department. In 2012, he was redeployed to the General Affairs Office of the 5th General Affairs Department of the EMS, and in 2014, he was redeployed as Head of the Logistics Coordination Office of the Central Logistic Group of the Army, reporting to the 5th General Affairs Department of the EMS. In 2015, he was appointed Commander of the 1st V-Shorad Group of the 17th Counter-Aircraft Artillery Regiment "Sforzesca", holding the position until 2016. In that same year, he was redeployed to the Logistics Organization Office of the 4th Logistics and Infrastructure Department of the Defence General Staff. In the meantime, he took part in the Resolute Support in Kabul mission as Military Assistant DCOS SPT. In 2019, he was reassigned to the General Office of the Secretary General of Defence and National Armaments Director with the post of Section Chief.
Since the 7th September 2020, he has held the position of Head of Division of the Doctrine and Concept Development Division at the NATO Energy Security Centre
of Excellence in Vilnius, Lithuania.
He is leading the NATO Operational Energy Concept team as Project Leader

Martin Kegel is a project lead at Natural Resources Canada, CanmetENERGY in the Varennes Research Centre. Over the past 12 years, Martin has been actively involved in reducing the diesel dependency of remote/northern communication stations, infrastructure and communities. Part of this work has lead to a NATO funded Science for Peace and Security Project to develop a harmonized energy metering and simulation solution for NATO deployed camps. Martin Kegel is a University of Waterloo graduate, completing his MASc in 2006 and BASc in 2004 specializing in heat transfer and thermodynamics.

Lt. Col. Cezary Kozłowski is a military professional with experience in military and civil engineering. In 1997, he enrolled in the Polish Armed Forces as a cadet at the Military University of Land Forces in Wrocław, where he specialized in military engineering. He also holds a civil engineering (construction) degree from the Military University of Technology in Warsaw, Poland. In addition, he has completed Postgraduate Studies in Property Management at the Warsaw University of Life Sciences.
He began his career as a platoon and company commander in the 2nd Engineer Rescue Battalion and 5th Engineer Battalion. He also served in the 16th Mechanised Division being responsible for organizational matters. Later, he joined the Command of the Warsaw Garrison – the Infrastructure Division where, among others, he coordinated the development of a concept of military real estate usage.
In his previous position in the Ministry of National Defence of Poland, he gained experience in national and NATO investment processes, including coordinating electronic projects in the NATO Security Investment Programme in Polish territory.
Since 2019, Lt. Col. Kozłowski has been serving as a Subject Matter Expert in the Strategic Analysis Division at the NATO ENSEC COE.

Mr. Andrew Jennings is a researcher with the Naval Postgraduate School Energy Academic Group. His research areas include power systems, microgrids, radio frequency (RF) propagation, cost estimation, energy security, and the implications of each of these topics on military construction projects. Mr. Jennings assists groups of Faculty and Staff from the Naval Postgraduate School on educational content development and interdisciplinary research.
Mr. Jennings received a Bachelor of Science in Electrical Engineering from the South Dakota School of Mines and Technology in 2015. His prior experience consists of RF work as a Department of Defense contractor, surge arrestor applications engineering in the private sector, and electrical engineering quality assurance with the United States Army Corp. of Engineers Construction Division.

Jennifer is a Principal Behavioural Scientist at the Defence Science and Technology Laboratory (Dstl), which is a research organisation of the UK Ministry of Defence (MOD).
Jennifer has almost 15 years’ experience of applying social and behavioural science to a range of military contexts.
Between 2017-2019, Jennifer was the UK Senior National Representative (SNR) at the NATO ENSEC COE and led the Energy Management in a Military Expeditionary Environment (EMMEE) project. Using the results of the field research conducted under the EMMEE project, Jennifer went on to co-author the Energy Management Handbook for Deployed Force Infrastructure. The Energy Management Handbook brings together the principles of command and control, technological applications, and behaviour change, to present a multidisciplinary process for effective energy management in military settings.

Mr. Brandon Naylor is a researcher with the Naval Postgraduate School Energy Academic Group. His research areas include development of Navy surface fleet fuel optimization tools, surface fleet fuel consumption models, conducting business case studies on emerging energy technologies, additive manufacturing, and micro-grid platforms. Outside of these research areas, Mr. Naylor supports educational programs at the Naval Postgraduate School through content development for joint energy education efforts, supporting student thesis projects, and managing summer intern project teams.
Outside of his work with the Naval Postgraduate School, he serves as a coach and engineering mentor for the Santa Catalina High School FIRST robotics team #6665, the Nuns & Bolts. In this role he teaches mechanical design concepts, fabrication skills, electronics, and programming, and oversees robot construction to ensure adherence to competition rules and safe workshop practices.
Mr. Naylor received a Bachelor of Science degree in Mechanical Engineering with Minor in Robotics from Rose-Hulman Institute of Technology in 2015 and certificate in Defense Energy from Naval Postgraduate School in 2019.

Dr Gintaras Labutis holds PhD from Vilnius University and a MBA from Philadelphia University Philadelphia. His career involves top management positions in banking, leasing, insurance, innovation management and management consulting.
Presently, Dr Labutis teaches at the Military Academy of Lithuania (strategic management, project and change management, sustainable development, and energy security) and acts as public technology transfer consultant (energy, circular economy) at Lithuanian Innovation Centre. His research areas cover energy security and energy resilience, societal security and societal resilience, sustainable development and future studies (foresight).
In 2017-2022 he acted as Research Fellow at the NATO Energy Security Centre of Excellence (NATO ENSEC COE).
As security and defence energy expert Dr Labutis has been delegated by the Lithuanian MoD to participate in the projects coordinated by European Defence Agency since 2015. Those projects involve energy and energy security aspects and foresight exercises on future military technologies and future military energy technologies. Presently Dr Labutis moderates one of the working groups at CFSEDSS - Consultation Forum for Sustainable Energy in the Defence and Security Sector Phase III (CF SEDSS III).
Dr. Labutis is member of GMACCC since 2021.

Commander Özgür DÜNDAR was born in Bursa/Türkiye in 1981. He graduated from Turkish Naval Academy in 2003 with a mechanical engineer bachelor’s degree. Having worked as a branch officer and chief engineer on landing ships, coast guard ships and fast patrol boats, he served as a commanding officer on floating dock.
After 16 years of experience onboard, he was assigned to NATO ENSEC COE as a subject matter expert at the Education, Training and Exercise division between 2019 and 2022. He was responsible for the NATO certification of energy security courses, the OPR of Coherent Resilience 2020 Table Top Exercise (CORE20 TTX) which was conducted in Odesa/Ukraine during 13 – 17 September 2021 and the OPR of the last Enery Efficiency in Military Operations Course in 2022.
Since August 2022, he has been serving as Maritime Security Department Head in Turkish Naval Forces Headquarters in Ankara/Türkiye.

Lukas Trakimavičius is a Subject Matter Expert at the Research and Lessons Learned Division of the NATO Energy Security Centre of Excellence where he focuses on the energy transition of the armed forces and the geopolitics of energy.
He is also a Non-Resident Fellow at the Center for European Policy Analysis (CEPA), a think-tank in Washington DC.
Trakimavičius is also affiliated with the World Energy Council – the world’s oldest energy organization – where he contributes to the Council’s work on the energy transition.
Previously, he worked at the Economic Security Policy Division of the Lithuanian Ministry of Foreign Affairs. He worked on European energy security matters, energy diplomacy with the United States and the European Union, and broader economic security issues in the CEE region. Prior to that, Trakimavičius held several positions at the Emerging Security Challenges (ESC) and Political Affairs and Security Policy (PASP) divisions at NATO HQ, where he worked on energy security, arms control, disarmament, and WMD non-proliferation matters.
He also received leadership distinctions from GLOBSEC, CEPA and the Eisenhower Fellowships Foundation.
As an experienced communicator in print and in person, Trakimavičius frequently writes for international publications and collaborates with leading think-tanks, military bodies, and multinational organizations.
He received a BA from the University of Exeter and an MSc from the London School of Economics and Political Science.
